For Applicants with GDL Permits

Please be advised that in accordance with the Graduated Driver’s License (GDL) Law, any student/applicant who possesses a GDL permit, must complete a minimum supervised practice driving period (6 months if under 21 years of age or 3 months if 21 years of age or older) prior to taking a road test to obtain his/her basic restricted license. This is also true for students/applicants wishing to obtain a motorcycle license or endorsement.

If a student/applicant currently possesses a ‘Z’ restricted basic license, and then applies for a motorcycle permit, they are still considered GDL and therefore required to complete the minimum supervised practice driving period on the motorcycle.

Although GDL permit holders may take the Basic Rider Course (BRC) and can be issued a Certificate of Completion, they may not be issued a road test waiver form. The student/applicant should be directed to a Driver Testing Center.

At no time should a motorcycle road test waiver be issued and held to be given to the student/applicant at a later date. It would violate the GDL Law for any student/applicant to take a road test before completing the mandatory supervised driving period.
